the problem is your valves. they need to be adjusted, do not ride the bike until you fix it. they come out all the time and require constant maintenace. The valves in crf 250s are titanium coated and have tendency to mushroom I suggest stainless steel valves which will require new springs that cost 125 dollars .

Don't you think it could be a jet problem? My crf was only popping on de-celeration on higher speeds.
