which is the best trail 250???

eg:kawasaki klx 300

are 2 strokes being phased out due to emissions and the EPA restrictions.
I heard from many motorcycle dealers that they will be phased out and that kawasaki is the only dealer that has stopped production of the 125.
if they are phased out will the just get a red sticer or will they be illegal

does anybody know any really fun places to ride in missouri i go to a place called the MTRA or VTRA which ever it is now but i have been wondering about better riding places
